Program Partners

The LCTCS Facilities Corporation is a Louisiana Non Profit 501 (c)(3) corporation and employs no paid personnel. The Corporation has contracted with the following firms, through publicly advertised Requests for Proposal, for the purpose of providing professional support to the LCTCS Facilities Corporation’s Board of Directors in implementing the Act 360 program.

Program Manager: CSRS, Inc. is a Louisiana owned and managed project management/construction management, engineering, architecture, and planning firm. CSRS serves as the Program Manager, managing the design and construction of all Act 360 projects. CSRS has partnered with GOTECH, Inc. and Charbonnet & Associates to strengthen the planning and execution of projects in Act 360.

Corporation Counsel: Breazeale, Sachse, & Wilson, L.L.P, is a Louisiana law firm serving clients throughout Louisiana with offices in Baton Rouge and New Orleans. Breazeale, Sachse, & Wilson, L.L.P. is Corporate Counsel to the LCTCS Facilities Corporation, advising and representing the corporation in legal matters and providing services in specialty areas such as issuance of bonds, contracts, real estate and construction documents.

Program Administrator: United Professionals Company is a consulting, project management, business development and real estate development company headquartered in New Orleans, LA. United Professionals Company (UPC) serves as the Program Administrators for the program and provides support to the LCTCS Facilities Corporation on financial matters of the program.

Bond Counsel: Jones Walker L.L.P. headquartered in New Orleans, is one of the largest law firms in the United States, practicing in ten states as well as Washington D. C., with a diverse range of matters in more than 30 areas of practice. Jones Walker serves as the Bond Counsel & Special Counsel-Cooperative Endeavor Agreements for the Act 360 program.

Financial Advisor: Sisung Securities Corporation is a full-service Investment Banking firm that provides financial services to public sector, corporate, nonprofit, retail and institutional clients. Headquartered in New Orleans, Sisung Securities was founded in 1985 and has participated in raising over $8 billion in capital for its clients. Sisung provides administrative and investment management for LCTCS Facilities Corporation capital programs.

Issuer: The Louisiana Community Development Authority (LCDA) was created to allow participating political subdivisions to finance environmental projects. The authority is one of the largest issuers of tax-exempt financing in the state. The Board of Directors is made up of local governmental representatives and the most important role is to act as a sounding board for governments exploring financing options.

Underwriting Team

The following syndicate of investment bankers raises investment capital from investors and takes on the risk of distributing bonds on behalf of The LCTCS Facilities Corporation during public offerings of Act 360 issues.

J.P. Morgan: Founded in 1799, J.P. Morgan is a global leader in delivering strategic advice and solutions, including capital raising, risk management, and trade finance to corporations, institutions and governments.

Citibank: Citi's Institutional Clients Group is comprised of global professionals, collectively representing an international network of financial skills and capabilities serving targeted clients.

Stephens: With bankers throughout the U.S. and London, Stephens specializes in providing advice on mergers and acquisitions, underwritings of public debt and equity securities, and private placements of debt and equity.
